Ambulance thief arrested
Updated: Fairfax County police on Feb. 23 arrested the man who had stolen an ambulance from Inova Fairfax Hospital and abandoned it in Annandale.
Detectives from the Fugitive Tracking and Apprehension Unit found Rickey Lowe, 32, near a hotel in Manassas, served him with a warrant for grand larceny, and took him into custody. He was transported to the Adult Detention Center, where he was held on $2,000 bond.
Lowe, a resident of Manassas, was an occupant in a 2015 Toyota Corolla that was reported stolen from Prince William County on Feb. 14. The driver, Xxeavius Romoance Marlow, 29, of Manassas, sped up after seeing police near Fair Oaks Mall on Feb. 19 and struck a hill on an exit ramp on I-66, sending the car airborn. All five occupants were transported to the hospital for injuries sustained in the crash.
Lowe escaped from the emergency room wearing a medical gown with an IV still in his arm and stole a medical transport vehicle, which was found in the 4200 block of Annandale Road.

After receiving treatment, Marlow was taken to the Fairfax County Adult Detention Center where he was charged with grand larceny and was held without bond.
Police found firearms and narcotics inside the Corolla.
Lowe has a long criminal record in Fairfax County. In November, he was released from jail for felony weapons and drug charges on his own recognizance.
A spokesperson for the commonwealth attorney’s office told 7News that during the bond hearing, prosecutors recommended detaining Lowe, but “the judge opted to release him over our objection.”

To the best of my understanding, as a alleged nonviolent felon (nothing in this article purports to claim that Mr. Lowe has been convicted of committing a violent crime), Mr. Lowe would be an excellent candidate for our Commonwealth Attorney’s Culinary Training for Nonviolent Offenders diversion program.
The people of Fairfax County cannot turn their backs on their support of criminal justice reform and social justice initiatives when it becomes difficult.
There is every reason to believe that with some training and support Mr. Lowe could succeed in the culinary profession; or, with his aptitude with ambulances and a little medical training, as an Emergency Medical Technician (EMT).
Two men are being held without bond after shots were fired in a neighborhood Tuesday morning, according Manassas City Police.
Rickey Lowe, of the 8700 block of Richmond Ave, was charged with discharge of a firearm in a public place in a school zone, reckless handling of a firearm, use of a firearm in the commission of a felony, discharge of a firearm at an occupied dwelling, attempted malicious wounding and gang participation.
In 2020, Lowe and prosecutors reached a final disposition of “Nolle Prosequi,” which meant the class 5 felony of the possession of drugs was dropped from an arrest that year.
In 2018, Lowe was found guilty for the misdemeanor of possessing marijuana in Prince William County. According to case records, his 30-day sentence was suspended, though a court fine is labeled as, “past due.”
A guilty plea was filed in 2017 for the 2+ offense of possession of marijuana by Lowe.
Lowe had a sentenced suspended time cataloged at 180 days, with a past due notice for fines/costs due to the court.
In May of 2017, Lowe was arrested for possession and distribution of control drug paraphernalia. Those costs are also listed as past due.

I will acknowledge I am not the fount of all wisdom. However, I highly respect those who are responsible for administering justice in the USA, especially our judges.
Perhaps there are some relevant facts which you have failed to include in your explanation which led the judge in this instance to release Mr. Lowe “on his own recognizance.”
Anyway, I’m big enough to admit when I’m wrong. I now side with Annandalian.
Mr. Lowe should be released again. Surely now he has learned his lesson, is sincerely sorry, and will never break the law ever again!
Perhaps this is what criminal justice reform looks like in the real world. We need to try it to make the world a better place.

Good news fellow Mason District residents. It has been reported (for example, by 5 Fox DC) that Mr. Lowe was released on bond, Monday, February 26th.
Fox 5 DC further reports that:
Laura Birnbaum, Chief of Staff and Spokesperson for the Fairfax County Commonwealth’s Attorney’s Office confirms Lowe was seen by a Magistrate on February 26th, who set Lowe’s Bond at $2,000. He’s facing Grand Larceny and Auto Theft charges in connection to the stolen ambulance.
“Our office cannot comment on the specifics of this case, which is ongoing and in early stages. As a general matter, the problem with cash bond is that it transforms crucial detain-or-release decisions into a matter of economics, completely divorced from the question of public safety,” wrote Birnbaum in an official statement.
Lowe is scheduled to appear in court again for a preliminary hearing in May. We do not know whether any other charges are pending in connection with the stolen vehicle that crashed.

My sense is that the people of Fairfax County are experiencing the government, and the justice system, they voted for.
