A senior
employee with the Fairfax County
Department of Code Compliance (DCC) was
arrested by detectives from the Police Department’s Major Crimes
Division for larceny March 22.

Rakesh K. Kapoor, 54, of Manassas, was charged with obtaining
money by false pretenses, a felony, the police blotter reports. 

He was
transported to the Fairfax County Adult Detention Center where a warrant was
served.

According to FCPD spokesperson Roger Henriquez, Kapoor was accepting
cash from customers paying fees to the DCC and keeping the money. The DCC does
not accept cash payments. Henriquez declined to say how much money was involved
or how long this had been going on. 

UPDATE: According to an FCPD update on March 23, county officials became aware of the incident when the DCC received a request for a receipt from a resident on March 1 for a cash payment he received during an interaction with a code compliance inspector just outside the DCC office but inside the Herrity Building at 12055 Government Center Parkway. The payment was for a code compliance violation which the resident was attempting to address by obtaining necessary permits.

DCC launched an investigation of the incident, determined a possible criminal violation had occurred, then contacted the police. Detectives from the Major Crimes Division determined that Kapoor, who was working the service counter, allegedly told a resident that he would expedite services in exchange for cash. Kapoor was arrested on March 22 by the Manassas Park Police Department and transported to Fairfax County, where an FCPD officer brought him to the Adult Detention Center. There appears to be no known relationship between the resident and Kapoor.

  1. What an outstanding force of compliance monitors. This idiot was probably extorting illegals for kick backs. Very third world, thank you Fairfax Leadership for inviting in all the crap nobody wants.

  2. Hope they are also investigating "Danny", the favorite of Gross, who has never met a violation he didn't like or approve in Mason District.
