I like this idea of setting up office hours for constituents. It would be good to get some feedback as to how well attended/popular these are. Is this unique to this delegate or have our previous delegates done similar things/made themselves available like this? Truth be told, I have never had a problem getting in touch with any of my local elected officials (mostly via email however). I did not typically try to schedule time to meet with them face to face.
