Developer kills apartment project in Bailey’s Crossroads


Plans for a multifamily housing project on the northwest
corner of the Leesburg Pike/Carlin Springs Road intersection in Bailey’s
Crossroads have fallen through.
Mill Creek Residential Trust had been considering a mixed-use
project with 400 apartments in two five-story buildings and 15,000 square feet
of retail space on a site occupied by a Shell gas station, City Diner Restaurant, and about 10 single-family houses.

“Unfortunately, Mill Creek’s negotiations with one of the
property owners reached an impasse, and they have determined not to proceed at
this time,” states an email from attorney Bob Brant of Walsh Colucci. The owner
of City Diner was not willing to accept the price offered, he explained.

“Mill Creek remains highly interested in Bailey’s Crossroads
and is continuing to evaluate opportunities in the area,” Brant says.

  1. Seems this must have included more than just the City Diner and Shell Gas station lot for two buildings AND 10 houses. Shame. A missed opportunity.

    1. The parcels *currently* contain the Shell, diner, and the 10 single family houses. New project is two five-story buildings. (I understand the confusion–I'd checked out the Google Maps view, where it's clearer.)

      So having said, than this is an even bigger missed oppurtunity.

  2. I love City Diner. It’s the best restaurant in Mason District by far. Locally owned too. Not some national chain.

    1. Although its one of the few diners left worth visiting, they are in the way of progress keeping the dump a dump. BTW the owners have moved out of the area. I will boycott the diner because something could have and should have been negotiated and worked out. However if PGross was spearheading that effort its no wonder it has failed like every other project in Mason. Where is Markam Place, the Studios at Carlin Springs and Columbia pike and Avalon Bay, nowhere, all have gone to greener pastures: DC, Alexandria, Arlington and other areas in Fairfax.

    2. You have absolutely no idea what they were offered. Maybe before shooting your mouth off consider they might have been given a crap deal.

    3. Regardless we are left w a diner and a dumpy area. In the end all of Mason was left with a crappy deal. Knowledge of these owners in their former habitat ensures me that I am almost certain that they got greedy. However the developer could have offered them some kind of land swap or presence in the new development. But we will never know will we, because PG doesn't tell when a deal goes bad, as all of her deals do.

    4. You would probably rather see a new Burger King or a laundromat there than new prosperous development. What a NIMBY. I guess you deserve to live in a dump.

    5. Adam you have an excuse for everything that goes wrong in Mason. There is basically one reason, a failure of good leadership.

    6. What excuse? I never said anything regarding support or non support of this project. I just thought it was asinine to leap up the ass of City diner while possessing zero facts. Do you happen to have any?

    7. Adam, I appreciate your application of logic to this wanna-be discussion. Unfortunately, it's hard to actually exchange ideas with some of the visitors to this blog because they are, essentially, resentful trolls who are incapable of making more than one single point. Ever. Please don't let the buzzards bring you down.

  3. If and when projects come to that intersection. I hope the county will concurrently decide to upgrade the intersection and that stretch of Carlin Springs, from Columbia Pike to Seminary. Carlin should be more like South Jefferson street couple of lights away.

  4. Didn’t they just announced at the Bailey’s crossroads revitalization committee meeting last month that they were moving forward with the project?

  5. I am glad City Diner held their ground and is staying. We don't need more sensity and more high rise apartments in an already difficult traffic-bound area.

  6. A small housing development would be good there. Someone above noted that only the City Diner and gas station were part of the development. It also included several houses behind the diner and station.

  7. I am always amazed at those people who believe that Penny Gross can control development when for-profit interests are involved. No elected official can guarantee that any deal will go forward, particularly when the County is not at the table. The facts are that the cost of land in Mason is very high, the margins for development can be slim, and the pro formas just may not have been favorable for the developer. The developer here made a business decision and though you may not agree with their decision, I am certain that Penny could not have affected the outcome if the bottom line was not to the developer's liking.

    1. Yea I heard that Baileys land prices and desirability is so great that the Ritz Carlton is thinking of putting a hotel at Baileys.

  8. After reading this article we see that 99%of reality is missing. We actually looking in to the legality of this article. We NEVER came in contact with a company called Mill Creek Residential Trust. A company called PMG approached us thru a middle man company to buy our property then combine it with their SHELL and sell it as a package to Mill Creek for X amount that only they know. One of the reasons is that the shell property is becoming less valuable because of the widening of the road and he wants ours What is to blame is not us. They want to get a property chip. For your information 10 to 15 years ago all the houses were offered 900.000 thousand each and a free condo and some refused and now we being blamed and Gross Penny and so on. Do you think we ate the problem in a area like Bailey's Crossroads We are a family restaurant lots of kids come to eat looking at MGV videos and we are the problem! we agree with developing this area we are willing to work with developers and not middle man at 200.000 fees and deals behind our back What is wrong with leaving us with a dissent size restaurant after. No PMG says we have our own people. Anyway sorry for any inconvenient to our customers Business going as usual and we going to look farther in to this THANK YOU
