Inova proposes new development on Woodburn Road

The Inova Health System is planning to build a new hospital for women and two office buildings for physicians on property near its main campus on Gallows Road near Annandale. The Fairfax County Planning Commission will consider this proposal Wednesday evening, along with the plans to guide development in Annandale and Bailey’s Crossroads.

The new facilities would be in the area between Woodburn Road, Gallows Road, Woodburn Village, and the Amberleigh neighborhood and would use the site now occupied by the Woodburn Center for Community Mental Health (3340 Woodburn Road, Annandale).

Approval of the proposed plan is contingent on relocating the mental health center. Inova attorney Tim Sampson says Inova would like to build a new Mid-County Community Services Center on land Inova owns in the Willow Oaks Corporate Center. The new building would house other county services, as well as mental health services, he says.

Inova’s proposal presented to the planning commission is a conceptual design, and while it has drawings of what the new buildings might look like, they haven’t been actually designed yet. The maximum height of buildings on this property would be 165 feet, which means the buildings could have 11 to 13 stories, depending on the height of each level.

According to Sampson, there is no estimate on the number of employees who might work in the new facilities. “This is a very conceptual planning exercise. There are no buildings designed or specific programs that have been determined to go in them,” he says. There’s also no decision on the timing.

The plan calls for a 100-foot setback along the western boundary of the property by the Woodburn Village condominiums. It also calls for a traffic impact analysis on the potential impact on Gallows and Woodburn roads and suggests several improvements for area roads.

Meanwhile new construction will begin on the Fairfax hospital campus this summer, but this project is unrelated to the plan currently under discussion.
