Kids Choice center could become a day care center for seniors and banquet hall

The owners of the property occupied by the Kids Choice
sports center at 4317 Ravensworth Road, Annandale, hope to transform it into a
combination adult day care center and banquet hall.
During the day, the new facility would be used as a day
center for elderly people, including those with dementia, said Ilryong Moon,
the attorney representing the owner, BYCJJ LLC, the company that also owns the
Han Gang restaurant next door. Moon is also an at-large member of the Fairfax
County School Board.

The Kids Choice center is currently underused, serving as a
venue for indoor soccer (futsol) and other sports on weekday evenings and weekends. A bounce house, with
inflatables for kids, is open weekends and for a few hours on Tuesdays and
Fridays. The building used to house the Annandale Sport & Health Club, which closed in 2013.

The client saw a need to improve the building, and
considered what are the greatest needs in the community,” said Moon, who serves
as an at-large member of the Fairfax County School Board. They realized that,
“as people are living longer, there’s a growing need for adult day care
centers.”
Day care centers must have dining spaces, so the client decided,
“why not make the best use of the space when not in operation?” Moon said. During
evenings and weekends, the facility could be used for meetings, parties, and weddings,
children’s recitals, for example. “Annandale needs more space for meetings or
gatherings. We just don’t have that,” Moon said.
The foundation and frames of the existing facility will be
retained, while the rest of it will be torn down. The new building will be
43,000 square feet, which would be 7,500 square feet smaller than the current
facility, and would have lots of windows to provide natural light.
The gas station next door, Ravensworth Auto, which was also
purchased by BYCJJ LLC last year, would be demolished to provide parking for
the new facility, Moon said.
The property is currently zoned C-8, and the Board of
Supervisors would have to approve a zoning special exception to allow it to be
used for an adult day center. The Fairfax County Planning Commission is
expected to hold a public hearing on the zoning application this fall.

The project “is not going to happen any time soon,” Moon said.
County zoning staff need to conduct a more detailed analysis of the parking
situation.

  1. "County zoning staff need to conduct a more detailed analysis of the parking situation." IMO this is going to be the greatest impediment. There is basically no parking there. Taking my kid to birthday parties there is miserable in the winter or in the rain.

  2. Truth is Moon and the owner are doing what they want not what the community wants! The Koreans have a monopoly in Annandale and are not open to other ethnic group owning property or businesses in Annandale.

  3. Good god, can we please get something besides new senior living quarters, senior daycare centers, or other senior facilities? It seems as though that is the only type of new development that we can readily attract, given that two large senior centers have opened up in Mason District in the last year.

  4. Sad to see Dai's shop go away. Always got gas and inspections there, never any trouble, they are so helpful, and honest. One less gas station for the community, this one was so easy to get in and out of, all for a parking lot. Not happy.

  5. I know of one new Korean Adult Day Care that opened a year or so ago.
    And, like Mr. Moon said, they are bused here from all over. However, they did not allow for enough parking. They are currently parking at a nearby church. Not the church next door but across the road. Usually, one can see from 6 – 12 cars parked at the church each day. Poor planning somewhere. More thought needs to be done before bringing this situation to Annandale.

    1. That new senior center on Lincolnia is Mason District’s latest eyesore. Busing in seniors from elsewhere adds absolutely zero value to the community; only more congestion and ugliness in the form of a bus parking lot on Lincolnia Rd. And our illustrious supervisor enthusiastically supports these types of developments; Thanks, Penny!

    2. Um, that building looks really nice dude. They put in a lot of extra effor to landscape the surrounding area with trees too. The congestion on lincolnia has nothing to do with the senior center.

    3. Adam, I live right off of Lincolnia, and drive by that senior center every day. The building itself is fine, but it is ALWAYS blocked by 20 parked buses, so that negates any nice features of the building, essentially making it into an eyesore bus depot.

      They should have forced them to put parking in the back of the building. These commuter senior centers will always be eyesores until concessions like that are forced upon developers.

    4. Ok. I commute off lincolnia every day, my kid's day care is nearby. I have never seen 800 linear feet of bus parked on that street.

  6. I must laugh at this lawyer's proposed "existing foundation & framing to remain", go defend traffic violators than representing construction needs!!!
    I've been there with kids, you can not simply modify that type of building.
    Ha!!! and ANOTHER Adult day care??? and its location. I believe bigger problem than parking is the traffic, especially for seniors. I'm sure it's not safe for such business, especially NOT FOR SENIORS. Go find somewhere else quieter for seniors, they don't need to be endangered at this location.

  7. It's too bad that they don't manage Kid's Choice properly. The place has such potential if they run Kid's Choice with a professional business manager who can coordinate staff, events, programs for kids, and maintain the facility. Every time we go there, it's the same old layout of inflatables, no staff really knows about the kids soccer programs. It's a total waste of potentials. They practically have the monopoly for indoor recreation in the area.
