Police pursuit ends in arrest

Fairfax County police engaged in a pursuit on the beltway near Little River Turnpike in
Annandale July 20 when the driver of a silver Toyota Celica failed to stop for traffic
violations.

pursuit ended shortly after 11 p.m. when officers used a Precision
Immobilization Technique to stop the car before it was in a more heavily
populated area. When the car came to a stop, the driver got out and tried
to run away.

Officers
arrested and charged the driver, Carlos Ochoa Miyan, 22, of Springfield, with
reckless driving, no taillights, felony speed to elude, DUI, refusal of breath
test, expired state inspection, no driver’s license, and possession of
marijuana.

Officers
patrolling the area around Americana Drive and Inverton Road in Annandale at about 1:15 a.m.
on July 21 found a 2015 Subaru Outback that had been reported stolen from Frederick
County three days before. Officers saw a man getting into the car and arrested Rony
Mazariegos-Lemus, 20, of Manassas. He was charged with grand larceny.
