Virginia Ralph Northam and state Health Commissioner M. Norman Oliver issued a public health emergency order that gives local and state law enforcement agencies the power to enforce the ban prohibiting more than 10 patrons in restaurants, fitness centers, and theaters.
On March 17, Northam called for everyone to avoid gatherings of more than 10 people to slow down the spread of the COVID-19 virus.
The emergency order says any restaurant, fitness center, or theater observed with more than 10 patrons faces the immediate loss of its operation permit and a Class 1 misdemeaner. In addition, the health commissioner can seek injunctive relief in circuit court for violation of the emergency order.
