Police bust retail theft crew that targeted fragrances at Ulta stores

Fairfax County police, working with law enforcement from other jurisdictions, busted a retail theft operation that targeted luxury fragrances at Ulta stores, including the one in Bailey’s Crossroads.
The crime spree is linked to a total of $190,000 in losses.

Three suspects were charged with stealing over $7,382 worth of high-end fragrances at the Ulta store at 5860 Leesburg Pike at the Crossroads Center on Nov. 18. They stole fragrances worth $7,024 on Dec. 10, $5,542 on Dec. 12, and $9,189 on Feb. 27 from the same Ulta cosmetics store.
Since last August, the crew also robbed Ulta stores in Annapolis; Fairfax; Springfield; Tysons; Manassas; Gambrills, Md.; and Burtonsville, Md.
During these thefts, the suspects entered the business, stole high-end fragrances, and fled before police arrived.
Detectives identified multiple stolen vehicles used in these thefts. On March 24, around 5 p.m., the Fairfax County Police Department’s Auto Crimes Enforcement detectives, with the assistance of the FCPD’s Real-Time Crime Center and FLOCK License Plate Reader cameras, alerted the Anne Arundel County Police Department to the location of a suspect’s vehicle.
Anne Arundel police found the vehicle and took the following three suspects into custody:
- Damari Cousar, 21, of Washington, D.C., was charged with armed robbery, grand larceny, grand larceny with intent to sell, and conspiracy to commit larceny.
- Rasaan Washington, 28, of Washington, D.C., was charged with felony destruction, grand larceny, conspiracy to commit larceny, and several outstanding failure-to-appear warrants.

- A 17-year-old juvenile male was charged by Anne Arundel police with being a rogue and vagabond, unlawful taking of a motor vehicle, and unlawful removal of a motor vehicle.
Cousar and Washington are being held at the Anne Arundel County’s Jennifer Road Detention Center on no bond as they await extradition to Fairfax County. Additional charges are pending against all three suspects.
Fairfax County Police collaborated with the police departments from Anne Arundel County, Prince William County, the City of Fairfax, Montgomery County, and Washington, D.C., to dismantle the retail theft crew.
The FCPD’s Tysons Urban Team and Ulta’s Organized Retail Crime team also helped with the investigation.
