Financial assistance is available to qualified families on a sliding-scale basis. About 20 percent of families pay full price, says Executive Director Maria-Isabel Ballivian.

Ballivian attributes that change to several factors: There are more preschool options in the area, some parents fear deportation if they share their personal information, and parents who lost their jobs are staying home to care for their children.
