The City of
Alexandria expects to start a community engagement process in October or
November on a revised plan for transforming the Landmark Mall site into a
mixed-used town center.
Th Howard Hughes Corp. is once again redoing its redevelopment plans for the site, as
the company is in negotiations for acquiring the Sears property from Seritage Growth Properties. Sears is the
only store in the mall still open.

A key part
of the project could be the relocation of Inova Alexandria Hospital on Seminary
Road to the Landmark Mall site. Howard Hughes is in discussions with Inova, but
nothing has been finalized, and nothing has been submitted to the Alexandria
government.
Alexandria expects to start the planning process with Howard Hughes this fall
to amend the previously approved small area plan for Landmark Mall, says Jeff
Farner, deputy director of the city’s Department of Planning and Zoning.

According to
Farner the new plan would not increase the amount of density but would revise
the mix of uses, such as reducing the amount of office and retail uses and
adding more housing.

The review
of the revised plan would consider how a hospital could be designed so it would
be integrated into the fabric of the neighborhood in a way that makes sense, Farner
says. The review would also look at access to the site, the impact on
transportation, and how the site would interface with a planned transit route
on Van Dorn Street.

A previous
plan by Howard Hughes to develop the interior of the mall – while Sears and
Macy’s remained open – was approved by the City of Alexandria in 2013 and
revised in 2015. Then after Howard Hughes acquired the Macy’s building in 2016, it announced
plans to incorporate that property into its vision for a mixed-used town center.
