Man charged in connection with human trafficking, abducting a teenage girl

Detectives from Fairfax County Police Department’s Human Trafficking Unit have charged a Mason District resident after they discovered he had allegedly abducted a 17-year-old girl, kept her in a locked room and victimized and exploited her.

According to a FCPD report, the young woman was missing for over three months, but no one ever reported it to police.

Manuel A. Contreras, 27, of Kaiser Place, Falls Church, was charged with abduction with intent to defile and contributing to the delinquency of a minor on Aug. 22.

Contreras met the victim on Facebook. They communicated often, and she eventually agreed to meet him. He allegedly threatened the teen, locked her in a room, and took her phone. It wasn’t until police received a tip from a concerned household member that steps were taken to protect her.

Police believe there are others in similar situations and are actively investigating other cases. Anyone at risk of being exploited or knows anyone heading down that path is urged to check out Fairfax County’s Just Ask campaign, which includes a website with hotline numbers and information to help teens recognize the warning signs for human trafficking. The website has recently been translated into Spanish. The campaign also includes videos, posters, and a Facebook page.

    1. Just because he is Hispanic, you assume he is illegal. As a Hispanic person, it's makes me feel real nice to know that when you see me on the street, you assume I'm illegal. Nice, real nice.

    2. I'm hispanic too, and I was born here, I am a U.S. Citizen and its so discriminating that you people just categorize a hispanic to be an illegal alien. This is the problem with this country that its always been racist since the beginning of time. Its so disgraceful to be surrounded with such ignorant people!!

    3. Because Culmore is chock full of illegals. And if you are a legal citizen your security is in jeopardy. I.E. ISIL, you don't have to be hispanic: illegal is illegal and they don't belong here regardless of ethnicity.

    4. @ 9:04 PM – You are demonstrating poor critical thinking skills by failing to identify the main message and/or argument posed by the two previous posters. No where do they mention that this crime should go unpunished or that they aren't worried about crime in our community or country. They are highlighting the fact that the original poster (whether it was you or someone else) profiled someone based on one picture and a name. Just because he is Latino, it doesn't mean he is illegal. He very well could be, but there aren't any facts presented in the article to support it. "Just because Culmore is chock full of illegals" also doesn't mean everyone living in it are all illegals. And just because a community is Pleasantville perfect, it doesn't mean crimes aren't committed behind closed doors.

      It doesn't do the community any good to put good and productive citizens in the same pot as criminals just because they look a certain way. On the contrary, it only makes they feel isolated and unwanted by a community they are a part of and contribute to…

      Now, I think we all agree that all criminals, regardless of who they are, should be punished by the law for their crimes.

    5. Enough with the poor critical thinking and hispanic hysteria crap….illegal is illegal. There are many people who came to this country legally regardless of ethnicity and have brought tremendous value to the US. I have many hispanic friends here who I adore.

      Would you let anyone in your front door, if you do you are not very bright.

      The US needs to screen those that come in, so the legal and illegal populations do not continue to be victimized by criminals that takes advantage of the underprivileged.

      Wow, there really is no use is trying to even have an educated conversation with you because you continue (I assume you're the same person) to deflect the conversation. No one here is arguing that that illegal isn't illegal! Why the heck do you continue to argue like that is the point being made? What are you not getting? The whole concept is the PROFILING! No one is condoning illegal immigration…it's the profiling that is upsetting. But I'll stop now, because you'll probably come back spewing about how "ILLEGAL IS ILLEGAL" and I'll get caught in a vicious cycle of arguing with a doofus…

    1. There is nothing in this report that indicates that either the perp or the vic are illegal immigrants. Why would you assume that? Human trafficking crosses all boundaries. Please check your racism at the door. For all I know, you are also an illegal and a human trafficker.

    2. Nah – that wasn't what I was saying – I think we're on the same side here. I was trying to say, perhaps not so clearly, that whether people are illegal or not, they are people and all sides need to be considered. Solutions are never simple as throwing people out. It's easy to have sympathy with the girl – so EVEN IF she was illegal – would it be equally easy to say "throw her out"? I, like you, just wanted people to think things all the way through before making decisions… sorry I wasn't clear.

  3. And that would be important because an Illegal and Sex/ Abuser/Trafficker has only one address? Is that one address in your neighborhood?

  4. Human trafficking is horrendous and we should have a task force dedicated to policing for it. It doesn't matter who is doing it or their citizenship status, they should pay for their crimes. If we simply deport criminals who are illegal we have to ensure they will be incarcerated in their home country so they won't come back.
