Police release more details on shooting
The Fairfax County Police Department offers more details on the officer-involved shooting that happened at about 10:45 p.m. in the 6100 block of Arlington Boulevard in Seven Corners.
Detectives from the Organized Crime and Intelligence Bureau were investigating the illegal distribution of narcotics. During the investigation, Jeffrey Payne, 41, of Falls Church, arrived at the Seven Corners Shopping Center to facilitate the sale of a predetermined quantity of narcotics, the FCPD reports.

Payne was driving an Acura MDX with another man in the front passenger seat.
Detectives with the Street Crimes Unit developed probable cause to conduct a traffic stop on the Acura. Payne refused to stop and drove erratically to evade officers.
Detectives successfully conducted a precision immobilization technique (PIT), which forced the vehicle to stop. Officers gave Payne and the passenger, Maurice Minor, 29, of Alexandria, numerous verbal commands to show their hands.
Payne disregarded these repeated commands and made furtive movements behind the wheel of the Acura, according to the police. One officer discharged a firearm striking Payne in the upper body. Officers rendered first aid until fire and rescue personnel arrived.
Payne was taken to a nearby hospital, and his injuries were later determined not to be life threatening. He was released from the hospital and transported to the Adult Detention Center.
Both Payne and Minor were charged with possession with intent to distribute a schedule I/II drug. Minor was charged with possession with intent to distribute a schedule I/II drug.
The officer involved in the shooting is an 11-year veteran assigned to the Street Crimes Unit. Per department policy, the officers have been placed on restricted duty pending the outcome of an administrative investigation by the Internal Affairs Bureau.
An independent review will also be conducted by the police auditor. The Major Crimes Bureau is carrying out a criminal investigation into the use of force.
The name of the officers will be released within 10 days, the FCPD states, unless there is a credible threat to the safety of those involved or if additional time is required to thoroughly complete the risk assessment process.

Seems like he struggled to navigate personal and family issues and only had a culture that normalizes violence and thuggery as a point of reference? By resorting to violence, this young person then created what he perceived as a dead-end for himself (prison or more death) and perhaps felt suicide by cop was the only option? Sad and unfortunate – Lost potential.
